Aug. 20, 2026 – The state may have found a replacement for Savannah’s shuttered Stiles Avenue Coastal Transitional Center.
The Georgia Department of Corrections recently purchased the former headquarters of Citi Trends at 104 Coleman Boulevard for $12.6 million, according to public records. The site is located east of Interstate 95 and north of Louisville Road, southwest of the Savannah/Hilton Head International Airport.

The purchase comes after lawmakers, via the amended 2025-2026 fiscal-year budget, directed the department to “identify and facilitate the purchase of property for additional transition centers in the Albany and Savannah regions.”
Savannah-based Citi Trends sold the headquarters building previously in July 2025 to a Florida-based company, Palm Way Investments for $12 million, as previously reported.
The state subsequently purchased the property — with an additional $600,000 on top — on Aug. 17, according to the tax transfer record, which lists the GDC’s address as the buyer’s.
The GDC describes transitional centers as facilities intended to help inmates nearing release transition back into the community, including through employment, housing, counseling and other reentry services.
The former transitional center at 309 Stiles Avenue quietly shut down around 2020 after the COVID-19 pandemic. The city had been pushing for its closure since at least 2014, while calling for continued funding for re-entry programs, based on the city council’s legislative agenda that year. The site is currently listed on the market for $4.95 million.
Savannah Agenda reached out to the GDC for comment on Thursday and this article will be updated once a response is received.
