July 13, 2025 – The Chatham County-Savannah Metropolitan Planning Commission on Tuesday is once against set to consider a special-use permit application to establish a solid waste transfer station west of I-516 and the Tremont Park neighborhood, reviving a debate about its potential impact on area businesses and residents.

The permit sought by ABC Waste was previously supposed to go before the commission on June 3 but was pulled from the agenda at the petitioner’s request following some opposition.

Located at 6 Patton Road in a light industrial area, the almost 18-parcel is currently a gravel yard used to store dumpsters and other trash collection equipment. It is next to the Westgate Industrial Park and west of I-516, with the Tremont Park neighborhood on the east side of the highway.

MPC staff is still recommending denial due to the “environmentally sensitive context,” but the proposal has garnered support from environmental organizations, local businesses, and elected officials for its recycling potential and operational safeguards.

State Rep. Carl Gilliard (D-Savannah) said in his letter of support that he was impressed with the nine new jobs the facility is expected to provide, a reduction in truck trips the project will allow for by consolidating trips, and for providing a dedicated location for glass storage and recycling.

“The impact of this initiative will be significant, not just for the environment but also for our local economy,” Gilliard said.

The petition also faces opposition from property owners and business representatives concerned about traffic, odors, and neighborhood impacts.

Consultant Mike Vaquer, who is representing some nearby businesses, said in his letter that his clients continue to be concerned about traffic impacts, the fire hazard it presents, and the odor the operation will create less than a quarter mile away from the Tremont Park community.

“We do not think that you would approve this Special Use Permit request in an area close to your homes or businesses,’ Vaquer said. “This is not a good idea today, tomorrow, or ever, particularly in this location.”

Meanwhile, the Coastal Regional Commission reported that the proposed transfer station is consistent with local and regional planning goals, subject to regulatory compliance and local permitting processes, including stormwater, floodplain management, and special use considerations. The city of Savannah commissioned the CRC to evaluate the proposed transfer station project as part of the city’s planning and permitting process for developments of regional impact.
