Sept. 20, 2025 – Persistence paid off for a developer planning to build an affordable housing complex on former city owned property at Drayton and 34th streets.
The Pinyan/Procida Development Group is among the 2025 applicants recently awarded highly competitive low-income housing tax credits for the project, according to the Georgia Department of Community Affairs.
The list of recipients published Thursday comes after the developer failed in its four previous attempts to obtain the credits, considered crucial for moving forward, halting the plan to construct 41 affordable apartments at the vacant site the city sold for the project in 2021.

In April, the Savannah City Council supported the developer in the application process by authorizing loan assistance through the Community Housing Services Agency for the project. The $1.23 million loan from the city’s Savannah Affordable Housing Fund was expected to leverage almost $18.8 million in additional financing and result in the award of three points in support of the tax credit application.
The project was one of 31 applicants to be selected to receive credits among the 78 submissions. In Chatham County, three other projects failed to make the cut and achieve a high enough score for the credits.
The city’s code compliance department was previously based at the location before the building was destroyed by a fire in 2020.
