The Metropolitan Planning Commission will consider a general development plan for west 60th Street and Bull Street on a 1.42-acre site that includes the former Daiss Service Center.

The plan includes a variance to zoning requirements limiting development in the district to a maximum of three stories and 45 feet in height to allow for three mixed-use residential and commercial buildings containing up to four stories up to a maximum of 50 feet in height. The project also includes a special exception to a 5,500-square-foot limit to construct one building with a footprint of up to 9,000 square feet.

The proposed height increase will allow for an additional 18 units and the addition five feet in height would allow for a pitched rather than flat roof, which is more consistent with the neighborhood’s character, according to the staff report.

As submitted by architect J. Elder Studio, the development will contain 85 residences and about 14,430 square feet of ground-floor retail and other nonresidential uses permitted in the TC-1 zoning district. The provision of 113 off-street parking spaces is proposed via a combination of surface parking and a subsurface parking garage.

The developer has committed to providing affordable units within the project, according to the staff report.

Staff is recommending approval of the plan and variance, which is reportedly “consistent with jurisdictional and regional efforts to incentivize the development of affordable housing stock.”

The proposed project comes after Richmond Hill-based Live Oak Living purchased the project site for almost $1.5 million in December 2022, as previously reported. The plan is intended to supersede a previous plan to develop 63 apartments across five buildings at the site.

The original concept was modified for greater compatibility with surroundings by reducing the height of proposed 4-story structures adjoining existing one and 2-story residences. The 4-story buildings would now only adjoin Bull Street with buildings gradually reduced in height deeper within the neighborhood. so there would only be a height  difference of one floor between existing homes and any new construction.
