Bull Street data-center proposal raises questions as Savannah weighs broader restrictions
A proposed telecommunications facility on Bull Street prompted a broader discussion on Aug. 26 about how Savannah should regulate data centers as city officials consider restrictions aimed at much larger artificial-intelligence facilities. The Historic Preservation Commission continued Duos Technologies’ request to install a prefabricated modular structure behind Seimitsu’s offices at 1515-1523 Bull St., where the facility would house telecom equipment along with air-conditioning units, generators, a transformer and fencing. Commissioners noted that not all data centers are comparable in scale or purpose to the massive AI-focused developments now drawing scrutiny, with Commissioner Pam Miller pointing out that telecommunications and computer systems have long used smaller facilities commonly described as data centers. Staff said the Bull Street proposal appears to be associated with fiber and telecommunications operations, but commissioners said they want clarification from the city before taking final action, particularly as Savannah considers a possible data-center moratorium (The city’s 155-day moratorium was passed the next day). The commission continued the application until Sept. 23 while the applicant revises the site plan and provides additional information about setbacks, materials, fencing and equipment screening.
