March 23, 2025 – This week, Savannah is poised for a series of significant public meetings that could shape the city’s future. On Wednesday, the Historic Preservation Commission will review plans for three commercial office buildings and an underground parking garage near Forsyth Park—a proposal that has sparked considerable public debate. Thursday’s City Council agenda includes a pivotal vote on a zoning text amendment aimed at increasing affordable housing in select neighborhoods. Office Building Plans going before HPC
On Wednesday, the Historic Preservation Commission will consider the height and mass of three proposed commercial office buildings and a 3-story underground parking garage across from Forsyth Park’s southwest corner. The controversial plan has received numerous letters of opposition from residents, however, staff is recommending approval with some conditions. Read more>
The proposed office complex project is also facing a legal challenge by two residents in Chatham County Superior Court, as previously reported. The corporations behind the project, along with the city of Savannah, have since submitted court responses denying most of the allegations and motioning for the petition to be dismissed and the rezonings for the project be upheld.

Density for Affordable Housing
On Thursday, the Savannah City Council will consider a text amendment to the city’s zoning ordinance to enable and regulate density increases for affordable housing in the Traditional zoning districts. The proposed revisions would allow a reduced lot area per unit below the minimum specified by these zoning districts, provided that the reduced lot area is used to expand affordable housing opportunities.
Following public meetings, Cuyler Brownville, Cann Park/Jackson Park, Historic Carver Village, and Midtown neighborhoods expressed a desire to opt out of the program. Meanwhile, Live Oak, Victorian, and Thomas Square/Metropolitan expressed a wish to participate.

In addition, the Chatham Area Transit Authority and the Georgia Ports Authority will be meeting on Tuesday; the Chatham County Board of Registrars will be meeting on Wednesday; the Savannah Zoning Board of Appeals and the Tybee Island City Council will be meeting Thursday; and the Chatham County Commission will be meeting Friday.
