May 31, 2025 – On Tuesday, the Metropolitan Planning Commission will consider a special use permit to establish a solid waste transfer station at 6 Patton Road.

Such facilities receive refuse from smaller, local collection vehicles, to be sorted and compacted before the waste is reloaded onto larger transport vehicles for transfer to a designated processing or disposals location.

The almost 18-parcel is next to the Westgate Industrial Park and Interstate 516, with the Tremont Park neighborhood on the east side of the highway. The permit is being sought by ABC Waste, which has a dumpster rental location nearby. The property is a light industrial area near businesses such as a truck repair shop, electrical supply store and heating equipment supplier.

The property is currently an existing gravel yard used to store dumpsters and other trash collection equipment, according to the application. Property Owner Westgate Stewart Property LLC says that the proposed construction will not require any additional clearing of existing vegetation, and the site is surrounded by an extensive wetland area that will provide screening.

However, multiple nearby businesses are opposed to the transfer station, including WW Willimans, Continental Field Systems and Ross Engineering, according to consultant Mike Vaquer. Vaquer submitted an opposition letter stating several area interests had “grave concerns” over the proposed transfer station, including traffic, “noxious odors” and potential fire hazards.

“A Solid Waste Transfer fire would be severely disruptive to our business activities and could serve to shut down this Industrial Park for days due to Firefighting operations, smoke, and noxious and hazardous fumes,” Vaquer said. “The management and operation of a Solid Waste Transfer Station requires experienced operators and specialized equipment to safely and properly operate such a facility and to avoid unintended consequences.”

Staff is recommending that the commission deny the request due to the “environmentally sensitive context.”
